Description: Hawaii Brightfields Initiative Data as of September, 2019.In 2018, the Hawaii State Energy Office (HSEO) partnered with the Hawaii Department of Health’s Hazard Evaluation and Emergency Response Office (HEER), the United States Environmental Protection Agency (EPA), and the National Renewable Energy Laboratory (NREL) to create and publish a searchable database of previously developed or disturbed sites in Hawaii with information relevant to renewable energy development to provide landowners, potential project developers, and others with a convenient compilation of data to inform site use decisions. A “brightfield” can be described as a “brownfield” (a previously developed or disturbed site “which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant”) that has been redeveloped for clean and climate-friendly energy technologies. For the purposes of the Hawaii Brightfields Initiative database, current site status regarding use, remediation, or actual or potential contamination has not been verified. Sites in this database may or may not have been assessed or remediated. Users should seek additional information and confirm actual site status and risks with the proper state and federal regulatory authorities, including HEER and/or the Hawaii Department of Health Solid and Hazardous Waste Branch. Information on specific individual sites may be found in HEER’s iHEER System(search by Tax Map Key number) and/or EPA’s RE-PoweringMapper(search by site key word, location, or name using the "Find" feature [Ctrl-F]). In February 2018, HSEO partnered with the EPA and HEER to receive cost-free technical assistance from the NREL Solar Technical Assistance Team Program to support renewable energy development on previously developed or disturbed lands. NREL and HSEO combined the following five public databases to create a consolidated master database of sites in Hawaii with relevant PV project siting information. Of the 8,290 TMKs, 3,667 unique TMKs were found; of these, 3,289 were able to be joined with the June 2019 TMK maps from all four counties.The Department of Defense (DoD) in Hawaii request that project developers contact the DoD for early consultation on plans for renewable energy and associated energy infrastructure projects to jointly analyze and mitigate impacts to current and future military training, testing, and readiness including, but not limited to Military Operating Areas (MOAs), Military Training Routes (MTRs), air space, radar surveillance, coastal, ground access, and ocean use when making any land use decisions regarding renewable energy. The DoD must also fulfill requirements found in Title 10 United States Code (USC) and the current National Defense Authorization Act (NDAA).
